I was thinking it could be a duotone.
I haven't played around to try and get the effect, but I will

This may not be the exact answer, but with a bit of manipulation you should get something close to the effect.

1) duplicate image- convert one greyscale
2) greyscale to duotone- use the colours you prefer
3) adjust duotone curves ( this is the tricky part) when satisfied colours are somewhat like you are looking for convert to RGB)
4) Adjust levele or curves to your suiting
5) copy the original image into a new layer. Blend- Mutiply about 25%

yet another approach, a bit easier
1) original image on bottom layer (RGB)
2) create 2 more layers.
3) fill top layer with pms 712.blend mode- DARKEN
4) fill other layer with pms 546. blend mode- LIGHTEN
5) flatten
6) adjust Bright-Contrast
