It's pretty common for architecture concepts to be presented this way. It's typically just a rough concept though, something kind of out there, to inspire what the actual building will look like. I don't know if you're looking to see the exact numbers for transparencies and such, but basically take ur 3D object, render it at the angle you'd like it placed on the scene where it's going, and then bring it into photoshop. Probably use a slight blur (0.2) to composite it into the scene, then adjust brightness/contrast to match the exposure. Use some stock or maybe a tree brush or something to add foliage/concept landscaping around it. And a few stock images of people and transparency them, motion blur on a few, all to get a composition that you like.
