can I do all that with photohop 7.0 i have tried to follow these instructions and cant seem to be able to click on the right links as they are not highlighted.

Well, I tried this one and go to the part of using the free transform tool. Couldn't find it so......

Deleted the whole thing I had done.

Try hitting ctrl-T on your "popout pic." Think it's Command-T on Mac. Hope this helps.

great and simple tips for creating a pop out sig tutorial using photoshop :).. I will try that sometimes.
